On November 9, Managing Director, Elvis Oxley, presented to sixty healthcare staffing leaders at the Staffing Industry Analysts Healthcare Staffing Summit at the new Marriott Marquis in Washington, D.C. An encore performance from his presentation in Las Vegas last year, Elvis laid out the significant impact that Kingdomware v United States will have on federal contracting opportunities, specifically within the US Department of Veterans Affairs.
Essentially, the Supreme Court ruled that the VA must observe their “Rule of Two” should two Service Disabled Veteran Owned Small Businesses be able and willing to compete for full and open competitive opportunities. If two SDVOSBs are qualified, women-owned, minority-owned, HUBZones and other small businesses can generally forget about prime contracting with the VA.
An agency that already devotes more than 50% of its purchases of goods and services to Veteran businesses, this tally is expected to spike in FY’17 as a result of the High Court’s decision. How this may affect other agencies’ procurements remains to be seen. Stay tuned.
